Abstract
This study develops a proto-type of a dynamic operation permission system to avoid commission errors of operators. The system lies between CRT-based operation panels and plant control systems and checks an operation by operators if it follows typical operation procedure described in operation manuals and it is suitable for plant behavior. When the operation is a right one, the operation is executed as if the operation command is directly transmitted to control systems. If the operation is evaluated to be an erroneous one, the system warns the commission error to operators. The applicability of the proto-type is demonstrated through the application to the recovery operations of a steam generator tube rupture accident of a pressurized water reactor plant.
